Northern Lakes Community Mental Health Authority (NLCMHA) is currently seeking qualified applicants for the position of Operations Manager at our Houghton Lake office. This is a management position which involves the development, implementation, coordination, and operation of a service component for NLCMHA.  This position requires substantial knowledge of applicable guidelines, reimbursement systems, contracting procedures, and professional knowledge of services to developmentally disabled and/or mentally ill consumers of the public mental health system.  This position operates with considerable independence under the general supervision of the Chief Operations Officer. A demonstrated exercise of judgment is required, as well as tact in dealing with the public and staff assigned for supervision.  This position also requires the monitoring of appropriated expenditures to support the services under the direct control of the manager.  This position is responsible for supervision of one (1) or more team(s)/units(s).

ESSENTIAL POSITION FUNCTIONS (listing Position Specific functions first):

  • Be responsible for the development, operation, and coordination of a major unit within NLCMHA’s operations.
  • Carry out supervisory responsibilities in accordance with NLCMHA’s policies and applicable laws.  Responsibilities include team participation in the process of interviewing, hiring, and training employees.  Conducts supervisory sessions, performance-monitoring activities, and professional development planning for team members.
  • Complete performance appraisals and competency assessments per agency standards. Effectively addresses disciplinary issues when necessary.  The ability to establish measurable performance standards, and to measure actual performance against those standards; the ability to identify necessary competencies and to assess competency; and the knowledge and understanding of basic human resources policies, procedures, laws, regulations, and union contract requirements are vital to this role.
  • Establish procedures for routinely monitoring workflow and promoting staff development.
  • Monitor documentation of service system to ensure appropriate standards are met. (CMH, CARF, Medicaid, DCH)
  • Maintain knowledge of the relationship between the program and other services and resources within the CMH system, as well as the whole human services network.
  • Serve as a resource to staff and the community at large seeking specialized services from NLCMHA.
  • Conduct periodic needs assessments to assist in program development, maintenance of efficient effective services and accountability to consumers and groups.
  • Advocate on behalf of the specialized population receiving services.
  • Provide clinical services on an as-needed basis.
  • Provide organizational training, education, and role models, as appropriate.
  • Ensure that services are provided in the least restrictive and cost-effective methods.
  • Provide crisis intervention services when appropriate (Provides crisis intervention and coordinates with emergency services as suited to consumer needs).
  • Have extensive knowledge of the Mental Health Code, Medicaid Manual, Policies, guidelines, and services of NLCMHA.



  • Must have licensure with the State of Michigan as a fully licensed professional: Licensed Masters Social Worker, Licensed Professional Counselor or Psychologist preferred.
  • Limited Licensed Masters Social Worker, Limited Licensed Professional Counselor, or Master’s Limited Psychologist considered.
  • Must maintain licensure.



  • Master’s Degree in Social Work, Psychology, Licensed Professional Counselor from an accredited university.
  • Five years experience in mental health field with background in intellectual/developmental disabilities and mental illness.
  • Supervisory, leadership or administrative experience is desirable.
