This position will provide onsite management of the NCLMHA-owned Glen Oaks Apartments. This position will directly provide Community Living Support (CLS) services to tenants as indicated in the Individual Plan of Service (IPOS) of tenants. This position will supervise part-time Residential Care Aides (RCAs) as designated to support the operation of Glen Oaks Apartments. This position will require the ability to communicate in a variety of electronic and person-to-person modalities so some skill level in computer operation is required.
Assumes primary administrative responsibility and authority for Mentally Ill (MI) and/or Intellectual/ Developmentally Disabled (I/DD) Adults in supervised Independent Living apartments, under the supervision of a Home Supervisor or designee. Responsible for maintaining the operations of the apartments and directing the activities of the support staff in providing training, maintaining care and safety, and assuring the rights of clients living there. Responsible for implementing individual program plans and coordinating related activities. Responsibilities will also include maintaining relationships between NLCMHA and ancillary support organizations; and advocating for residents. Will assist the Home Supervisor in the development and operation of NLCMHA Residential Services for Intellectual Developmentally Disabled and Mentally Ill Adults and Children. Will ensure all other contract providers operate in accordance with all relevant standards and policies. Will assist in the development of the agency’s Residential Services Program Plan.
ESSENTIAL POSITION FUNCTIONS (listing Position Specific functions first):
- Responsible for the development, operation, and coordination of a major unit within NLCMHA’s operations.
- Carry out supervisory responsibilities in accordance with NLCMHA’s policies and applicable laws. Responsibilities include team participation in the process of interviewing, hiring, and training employees. Conducts supervisory sessions, performance-monitoring activities, and professional development planning for team members.
- Complete performance appraisals and competency assessments per agency standards. Effectively addresses disciplinary issues when necessary. The ability to establish measurable performance standards, and to measure actual performance against those standards; the ability to identify necessary competencies and to assess competency; and the knowledge and understanding of basic human resources policies, procedures, laws, regulations, and union contract requirements are vital to this role.
- Assume primary responsibility for implementing individual program plans and coordinating related activities.
- Coordinate all community focused activities.
- Work with appropriate staff to assure the apartments operate within the goals of the program.
- Consult and meet with the Home Supervisor and Residential Services Supervisor on program, operational and housing issues.
- Maintain the program in concert with all policies, procedures, guidelines, and/or legal commitments to clients as required by the Mental Health Code, MHDDS Regulations, NLCMHA, and other regulatory bodies.
- Work with the assigned Case Managers and other Interdisciplinary Team Members on program/resident concerns including development and implementation of Individual Program Plans of Service.
- Monitor and assist staff in the development, implementation, documentation, and regular review of individual Plans of Service.
- Coordinate transportation for residents to programmatic and necessary personal activities and appointments as well as to and from places of employment, etc., as defined in the Individual Plan of Service.
- Assure Program supplies, materials and goods are purchased in accordance with the approved budget.
- Foster professional development of staff through in-service education and through planning, conducting, and participating in workshops.
- Monitor, test, and recommend changes in in-house emergency evacuation, and accident procedures/systems.
- Maintain sufficient direct contact with residents and families to be knowledgeable concerning individual needs and capabilities.
- Represent the agency to the community in regard to advocacy issues, bridging relationships, and providing information.
- Assist in crisis intervention both day and evening hours. Will assume responsibility that after hour crisis is contacted appropriately. Will carry the pager as appropriate on a rotating basis.
- Assist in the design and implementation of related behavioral plans for residents.
- Give input to the writing of individual program plans.
- Maintain adherence to apartment policies and procedures.
- Demonstrate good reading comprehension, communication skills, and be able to clearly relate thoughts and concerns.
- Schedule and participate regularly in agency meetings as appropriate.
- Participate as a member of the committee that selects and discharges residents.
- Conduct regular management audits of the apartments, i.e., Person Centered Planning, Physical Environment, Programming and Recovery.
- Perform all tasks, when necessary, as indicated on the job description for Residential Care Aide. Provide crisis/emergency unscheduled shift coverage. Work both day and afternoon hours for Programming duties (during client waking hours) and on a regular basis.
- Conduct regular audits of client files to ensure that all assessment programs and other required documentation is available and appropriate.
- Complete weekly activity schedules according to regulations.
- Schedule client outings as necessary. Inform the Home Supervisor of activities which require additional staff.
- Monitor filing and purging of files.
- Monitor and/or conduct Fire Drills, Tornado Drills, and destination trainings.
- Coordinate all medical records, counts, and pharmacy orders as required or necessary.
QUALIFICATIONS & COMPETENCIES:
- Minimum of 1 year experience working with Mentally Ill population.
- Minimum of 2 years’ experience working as an RCA at NLCMHA or similar equivalent experience.
- Minimum of 2 years direct experience in a Supervised Independent Living apartment setting or equivalent experience.
- Must have training in Culture of Gentleness, specifically “Working with People” I and II.
- Must be able to meet all job requirements as listed in the position description for Residential Care Aide.
- Must demonstrate effective communication skills as evidenced by understanding questions, speaking clearly and professionally, and giving thoughtful answers.
- Must demonstrate the ability to be a “Team Player” and deal with the public and clients in a professional, helpful manner. Must be considerate of others’ viewpoints and use skills to foster team building within the home. Must be aware of techniques necessary to resolve conflicts/disputes.
- Must demonstrate the ability to plan and organize a project from conception to closure.

- Basic computer skills necessary.
- Must have reliable transportation.
- Must have a working telephone throughout employment.
- Must have good attendance and punctuality record with NLCMHA and show an interest in self-improvement.
- Must be able to lift at least 50 pounds, remain on feet for long periods of time, bend, stoop, kneel, and twist as necessary in the care of the residents and the home in which they live.
